  That's a scam. I almost fell for something similar to this. SAPS sent out tender invites via email. All of these invites land in my spam. Luckily, I checked for authenticity of origin and only discovered that the individuals who invited tenders were not from the department

  Do a scan of your device with your anti-virus. The pdf attachment for the "tender" contains malware.
