Scam Using Electric Utility Companies

I saw an ad from a guy who uses the name Green Mountain Energy and I contacted him to switch companies. He asked me for information but never gave me the confirmation number or the new account number from the new company. He didn't send me anything until I complained. He told me to forget it and that he wouldn't return the $130 he asked for. I asked him why he was asking for that money and he said it was because he is the broker or the one handling the switch. He got angry and said many bad things to me, so I blocked him. These are the photos he uses on social media.
