FedEx fraud

FedEx fraud happened - digital arrest happened - without knowing they asked me to read some guidelines what they shared with me. I thought they helping me to come out of it , finally they asked me to take a loan from my account to do the test transaction [TXN_ID] I already had 60k in my account. they took total 60k + new loan amount 6 lx. I reported to police, one of them took 3k to process this - which is again bribary. But lawyer took a summer vacation, during this time bank settled my amount to others as there is a rule of first in first out although cyber crime team locked/ traced my total amount. whome should we blame - myself/ systems/ law/ police
