Flipkart platform fee scam

i placed a order and cancelled it after the delivery date is too long.i received 10 rupees less than the amount i paid for the product.But it was never mentioned anywhere during the check out that the platform fee is non- refundable. Are they going to charge 10rupees for platform fee again if i placed a new order? how can they deduct amount from the payment after cancellation as non refundable platform fee without any terms and conditions mentioned anywhere in the order process.
