Is this a scam 3.0???

Someone claiming to be an Indian CBI Agent called me and said that my bank account was used for fraudulent purposes and said that i would have to complete E-KYC as soon as possible if I do not i would be arrested and my account and funds would be frozen Also he said that i would have to pay a fee for online KYC or it would be rejected
