Here is why you can be completely certain it is a fraud: The Reserve Bank of India (RBI) never sends WhatsApp messages to individuals about their personal bank accounts, let alone from an international number (like Indonesia). Scammers use "fear tactics" (claiming there is "unethical activity") to panic you into clicking dangerous links or sharing your personal banking details. As you mentioned, since it is a zero-balance account with barely any transactions, there is nothing for them to flag. They are just sending mass messages hoping someone bites. What you should do now: Do not reply to the message. Do not click on any links or download any attachments they sent. Block and Report the number directly on WhatsApp.
