is it possible without money received shown green of successful payment. I never faced and need to find that guy any possibility for finding the mobile number

I received a message purported to be from Mahanagar gas stating that they will disconnect as the bill was not paid. But actually I had paid the bill. When I called the number provided they sent me an .apk link. I realised that it must be a fraud.
