  it can be a fraud call or just someone calling you but if truecaller told you that its a fraud call so don't answer

  One reason you might consider a number to be a scam is due to issues like Telco line switching. For example, you use Maxis but pay through CelcomDiGi, or you use CelcomDiGi but pay through Maxis, and other Telco brands. Another example is having more than one email linked to the same phone number, or if you have debts and agents are appointed to collect them. There are no other views, but mostly these are some of the causes of FRAUD spam reports. Sometimes calls are random, so to avoid overthinking, it's better to ignore unknown numbers and set your phone to block calls from numbers not in your phone book.
