  hard to tell but assuming it is a pirated apk most likely. only thing I can suggest is factory reset and never download cracked apk.

  Looks like the notification is coming from Plex TV itself. If notification permission is already off, the app may have special permissions or background services enabled. Uninstalling the app is probably the safest option.

  Turn off the internet, force stop it, clear cache of the app and the uninstall it. You're done. No need to do factory reset.

  All you can do is uninstall the app, and hearing it is a pirated apk, dont do stuff like that, okay?
