parental control spam

I opened my phone and saw the picture below. I was confused as I don't have parental control on my phone. When I tried to uninstall the app, it said it needed my google account, my Gmail, and my bank account. Later , on midnight I got a call from someone claiming that they were the founder of parental control and demanded 400,000 ETB. I blocked the number.
