Potential Fraud on rented flat inquiry

Inquiry for Flat on rent. he send pre-planned photos and details without Flat Name. I requested him to send flat name and location to visit. but he wasn't send and instead of he send me a voice note: "aap 1 hr me visit kare, uske liye apka Id card banega andar entry ke liye jiske liye Rs. 2000 charge lagega, wo refundable rahega agar flat pasand nahi aya to aur flat ka name Is card me hi show hoga." it seems like a fraud. Please be aware this type of fraud.
