You have provided no information on this person. There are lot of scams happening today and Delhi Police, Telecom Department and Ministry of Broadcast department cannot do anything nor will do anything to help you. You have to provide information on what this guy did and provide his phone number(in words). We cannot help you based on the information you have provided here.
