scammer , froud call

My name is Vivek Kumar. I am from Sihodih, Giridih district, Jharkhand. I paid ₹1,000 to an Instagram account named Social Media Service to monetize my YouTube channel. He promised to complete the work, but he has neither done the work nor refunded my money. I have tried contacting him many times, but he does not answer my calls or reply to my messages. I do not know his address; I only have his Instagram account details. I have proof of our Instagram chats and the payment. Please look into this matter and help me get my money back. Thank you.
