techser goa, is it a scam if i pay for 15kva and get 10kva, corroded and overheating too?

is it a scam if i pay for 15kva but i get 10kva instead? also my review gets hidden from Google maps when i posted review. did i get scammed? yes no false accusations. i opened it, outside it says 15kva but inside its 10kva.

    Looks like they slapped a sticker on the 10/15kva device. The product does not look genuine.
