Truecaller- American or Indian app

Why are all these truecaller scams posted talk about RS money or rupis? Is Truecaller an app controlled or from India or around that area because all I see is scams concerning rupis and non-American area codes?

the true color that I use for security is American if that will help you any. and it's been a real good security company as far as spam calls and things.
