website (haldia based custom dealer) west bengal

I was wanted to buy some gadgets from OLX and i saw his post on (ELECTRO HUB) regarding the gadget. he gave me his whatsapp number which was not in his name and there is no bank account connected to this number after long conversation he told that he is a custom dealer (unauthorized service dealer) from haldia port and he sell products which have been seize from ship due to improper documentation at flat 60 % to 70% off. (this type of custom dealer are all over OLX) he has a proper GST number. he will give others invoice bill to prove that he is a genuine seller. so i believe him after payment he gave me invoice bill also and told me that delivery be done within 3 days , almost 1 month has gone still no delivery or refund. he will not reply you or switch off his phone. he will give excuses like wait karo, im driving, im outside of town, Ruko abhi, etc. shameless person.
