wrong recharge

I accidentally recharged my old Jio number through Google Pay without realizing that the number had already been reassigned to someone else. After discovering this, I contacted the current user and politely requested that they return the recharge amount. They refused and subsequently blocked me everywhere. Jio has told me that they cannot process the refund because the recharge was made through a third-party platform (Google Pay), and I am currently trying to resolve the matter through Google Pay. I urgently need the money back and would appreciate advice from anyone who has faced a similar situation. What is the proper way to recover an accidental recharge made to a reassigned number?
