Can't it be even simpler?

This is all just cold calling for social engineering purposes. You should hang up immediately and not provide them with any information. They usually pretend to be well-known organizations, in this case Rostelecom, and typically aim to find out the quality of network coverage. However, they ask for the exact place of residence, down to the street and house number. Don't be a fool; understand that network coverage extends over many square kilometers, so within a street or even a house, the quality of the connection hardly changes. This is simply a trick to get your exact address. For example, to send a courier from scammers who will first manipulate the victim, and then the victim hands over money to the courier, who is often just a dropper—a front person through whose card the money is dropped, i.e., transferred, and then the money is distributed to other accounts belonging to unknown people. And then it all disappears without a trace... It will be very difficult for the police to track them down quickly. You should understand that Rostelecom would never call you, especially not with such an offer. These are scammers!!!

You just answer a question with a counter-question and say that the operator will never call first... that's what you need to keep in mind.
