Exploiting and manipulating emotions to steal people's rightful earnings

A group of people use emotions to seize and steal people's money by using the names of acquaintances with authority to intimidate. Where is the law regarding these people? They have deceived their victims to the extent that some of them act in a family capacity—father, mother, and children—spread among people, unlawfully taking their money by manipulating emotions, even if it violates religion. Some use religion as a pretext by claiming to be pilgrims or Hajj performers to achieve their despicable goals.
