Is this person a scammer?

This page is for a scammer who scams people by pretending to be your bank. He tells you that your friend so-and-so came to him and sent money to contact you, but your phone didn't answer. Then he asks me to transfer 500 Sudanese pounds to you. Give me your account number; if you give him your number, he will scam you.
