  Sadly, you don't need to have your phone registered with your card or anything for these people to be calling you. In Mexico, there is no regulation, and any company, whether new banks like Nu, Plata, Novacard, or political parties, and even organized crime posing as survey companies, can buy random phone lists. Since they have phone farms with hundreds of thousands of phones connected to a computer, they can use area codes from your own city to make you believe the calls are local, when in fact, they can even be calls from abroad. They also use generic names like uncle, cousin, friend, Pepe... names you might have in your contacts to make it easier to answer. It sounds absurd, but the only thing we have to get rid of these pests is to block and delete, and with True Caller you can report the number. The cyber police, FGR, and many other agencies only tell you that these are "debt mounting" calls and to ignore, delete, and block them. If you can't stand the harassment, change your number. I say this from experience because I changed my number because of this nonsense a week ago, and they have already started calling me from different places from loan companies that aren't even Mexican or regulated. How do they have the numbers? How can they buy them? Where is the supposed help we were supposed to have by registering cell phones? We are in a lawless country. Friends who fled a Central American country governed by others have told me they see how in Mexico what happened there years ago is happening here. They started with phones, back then it was landlines calling to extort and harass. The same thing is happening here in Mexico and no one does anything.
